| Job Description: The Java/Web Developer (Programmer III), as a member of the application development team, under general direction with moderate latitude for the use of initiative and independent judgment, performs application development, enhancement, maintenance, and support for State Portal, Workflow Management, Eligibility Web Services, Enterprise Document Services, Family Violence, Refugee Data, Community Partner Program, Community Resource Coordination, and other Social Services applications. Work involves performing complex (journey-level) business and technical analyses, system design, code development, testing, and defect repair among other responsibilities. Works in a fast paced, customer service based environment. This position is central to ensuring these applications and services remain available and in service for HHSC Staff and the citizens of the State of Texas. Participates in joint application development sessions, reviews & analyzes business requirements to develop high-level & detailed system design, develops & tests application code, and works with other teams in support of application enhancements planned to support new program & business requests and to enhance Scalability & Stability of the applications. Provides application operations triage support to troubleshoot & resolve functional & performance issues encountered in production, development, and test environments. This responsibility includes both workday and night/weekend on-call support as required to maintain high availability of the applications for various users. Complies with Department and State policy, plans and work rules. Complies with Department and State guidance on automation system architecture and programming standards. This position is classified as a fulltime position (40 hours a week). Work outside of regular hours may be required. Travel to other work location may be required. Performs other duties as assigned |

| Essential Job Functions: 1. (70%) Develop and enhance web-based Java applications in an SOA (Service Oriented Architecture) platform. Participate in requirements analysis, as required. Create technical and design documentation, as required. Develop, deploy, and test application code to ensure that the application code functions properly and without error in alignment with approved requirements & design. Utilize J2EE, WebSphere Application Server, WebSphere Portal Server, Oracle Database, Rational Suite, and other HHSC approved technologies / tools to perform work tasks. Develop and maintain data and process models. Provide technical support for testing and implementation efforts. 2. (15%) Provide application support (defect repair, maintenance, and production operations support) for web-based Java applications in an SOA platform. Perform system analysis, troubleshooting, diagnosis and problem resolution. Analyze software for defects and performance tuning opportunities. Develop and test application code to resolve defects and improve application reliability and performance. 3. (15%) Work together with project managers, architects, web/java developers, database developers & administrators, system administrators, business analysts, and other team members in performing work tasks. Contribute to teamwork and unit harmony. Attend program design, coding and test walk-through meetings to provide input regarding adherence to technical standards and customer requirements Comply with all Federal, State, and agency laws, rules, policies, and procedures including SOPs that govern HHSC IT. Comply with Department and State guidance on automation system architecture and programming standards. Promote an image of IT excellence and communicate effectively. Perform other duties as assigned. |

| Knowledge Skills Abilities: 1. Knowledge of the principles, practices, and techniques of software development and the full software development life cycle (SDLC). 2. Skill using Java, J2EE, Enterprise Java Beans (EJB), Java Server Pages, JSF/Struts, Hibernate, JPA, JSON, XML, WebSphere Application Server, WebSphere Portal Server, Oracle RDBMS, UNIX/Solaris, RAD/RSA and/or other similar tools and technologies to design, develop, test, troubleshoot, and repair enterprise-class web applications. 3. Skill analyzing software applications, defects, and business problems to draw evidence-based conclusions and devise innovative solutions. 4. Ability to communicate effectively both verbally and in writing, to serve as a technical consultant to technical colleagues, to clearly and accurately document relevant issues, and to prepare accurate, concise, reliable reports. 5. Skill communicating with varied levels of staff and end users to develop positive effective working relationships and to establish credibility, trust, and confidence. 6. Ability to contribute to teamwork and unit harmony. |

| Registration or Licensure Requirements: Master's Degree in Computer Science or a closely related field is highly preferred. |

| Initial Selection Criteria: Preferred Graduation from an accredited College or University with a degree in computer science, computer information systems, management information systems, or a related field. Graduation from an accredited high school or GED plus four years of relevant full time, paid work experience may substitute for degree. Preferred 6 Years: Hands on development experience with Java, J2EE, Enterprise Java Beans (EJB), Portlets, Java Server Pages, JSF/Struts, JavaScript, AJAX, Hibernate, JPA, JSON, XML, WebSphere Application Server, Websphere Portal Server, Oracle RDBMS, UNIX/Solaris, RAD/RSA and/or other similar tools and technologies. Preferred 4 Years: Experience performing analysis and maintenance of customer critical Java/J2EE based applications in a high-visibility production environment. |
